Quebec has invited candidates to apply for their selection under the Worker Program. On December 16, a total of 233 immigration candidates were invited to apply. The invitations were issued to those candidates who had an Expression of Interest (EOI) in Quebec’s online registration portal.
The candidates from the two categories were invited to this draw. The first group required a valid employment offer. The second group had those candidates who were studying in Quebec as a diplomat, consular officer, a representative for the United Nations or any intergovernmental organization that operates in Quebec.
To immigrate to Quebec under the Regular Skilled Worker Program (RSWP), the applicants must submit their EOI through Arrima.
The ministry of immigration (MIFI) reviews the profiles, and it is also responsible for issuing the invitations to the candidates based on the local labour market.
Quebec’s immigration programs are handled by the province itself. Arrima was launched in 2018 to manage the applicant’s pool for the RSWP. The candidates having age 18 or above, must create an EOI profile in Arrima. The ministry then invites the candidates with the highest qualification.
The invited candidates have a limited time to submit their complete immigration application, paying the fees, and submitting the other documents.
After the submission, the province assigns scores to the candidates by RSWP selection grid in the criteria such as:
- Level of education
- Age
- Work experience
- Validated job offer
- Language skills (French and English);
- Ability to support oneself and family for the first three months
- Relationships with Canadian citizens or permanent residents in Quebec.
The successful candidates receive their Certificat de sélection du Québec (CSQ). These candidates can apply for permanent residence with the Canadian federal government.

In 2021, Quebec has planned to welcome more than 47,500 new immigrants. Whereas, Canada has planned to invite more than 400,000 immigrants under various categories.
