It is strongly predicted that this October will forecast Canada’s immigration system for the coming years. This can be estimated due to the two primary events that are expected to happen this month. These events will be responsible for forming the structures and procedures for the Canadian immigration system in the coming years.
Major Events:
- The Prime Minister of Canada, Justin Trudeau will write a letter to the immigration minister Marco Mendicino. This letter will have new immigration policies by Canada. It is also predicted in the coming week; this letter will be published shortly.
- Secondly, Canada’s Immigration Levels Plan for the years from 2021 to 2023 will also be highlighted. This plan will specify Canada’s permanent residence housing plans for the coming three years. It will be announced in October.
Immigration Command letter
The structure of Canada works in the way that the prime minister of Canada plans the responsibilities of their cabinet members, and the ruling party handles and manages the governments. In this scenario, the Prime Minister of Canada Justin Trudeau will provide a letter to the immigration minister of Canada Mr. Mendicino. This letter will direct the minister’s efforts to lead and handle the operations of the immigration body of Canada; Immigration, Refugees, and Citizenship Canada (IRCC). It is very uncommon that the prime minister issues the second immigration mandate letter in less than a year.
Mandate Letters:
The mandate letters are usually issued to the ministers in the duration of every two to four years. These letters are issued when the new governments take the charge of the offices and typically when a minister is given a new portfolio. Due to the aftermath of COVID-19, the government has decided to reset its preferences, and that is why Justin Trudeau has ended Canada’s Parliament. Justin Trudeau will now specify the new immigration preferences for Mendicino, who will head pursue. Prediction also concludes that the new immigration mandate letter will be publicly available in early October.
Mendocino’s current mandate letter was delayed and declined due to the inconveniences caused by COVID-19. Minister was on his way to implement the government’s immigration plans. Despite all the harms caused by this pandemic, the Canadian immigration levels plans have also been affected, it has also caused delays in the new goals such as the launch of new immigration programs i.e. Municipal Nominee Program and cancelling the application fees of Canadian citizenship applications. Immigration Levels Plan 2021-2023
It is the most uncommon thing that Canada announces the immigration plans twice in the year. At the start of the year, the immigration level plan for three years was also introduced, which was expected to house around 900,000 permanent residents in the three years. But no one knew that COVID-19 will severely harm all the plans, and will derail the immigration processes. All the processes were halted at an instance, not only various plans but all the major economies in the world were also hit by the effects. The immigration plans are usually announced every fall in the last week of October. IRPA is the primary source of law that guides Canada’s immigration system. Moreover, IRPA can also order the delay in the immigration levels, as it did previously in the elections of 2019. Minister Mendocino will follow the immigration plans of 2020-2022.
The Immigration and Refugee Protection Act (IRPA) has specified that the immigration minister will announce this plan on 1st November. The only thing the minister assures is the commitment of Canada’s immigration. Similarly, the government is trying the best to ensure the commitment, as the Express Entry draws are being held regularly, and the applicants are be3ing issued with the Invitations to Apply (ITA’s) for Canadian permanent residence. Recently, about 4,000 immigrants were invited in a recent draw, and this trend will continue to go on.
Soon Canada will be covering the losses on their economy. These losses will be filled by increasing the levels of immigration and inviting more immigrants to the country. The immigrants contribute to Canada’s economy a lot, just as the Express Entry system is responsible for managing the three main economic immigration streams of Canada that are the Federal Skilled Workers programs, the Federal Skilled Trades Program, and Canadian Experience Class. The Express Entry draws, and provincial nominee program draws are being held regularly in Canada.
